PHCC past national president Fran Williams passes away


Fran Williams, who served as president of the Plumbing-Heating-Cooling Contractors—National Association (PHCC) 1998-1999, passed away Sept. 9 in Belmont, Mass., after a 16-month battle with leukemia. He was 73.


Williams was a well respected member and leader of PHCC. Besides his role as National President, he served as National Secretary from 1995-96, on the national Board of Directors as Zone 1 Director from 1991-94, and as chairman of the PHCC Educational Foundation from 2007-2009.


In 2005, Williams received the prestigious Col. George D. Scott Award for meritorious service, an award given for many years of service and unselfish devotion to the association and the industry, from PHCC—National Association. In 1995, he received another significant national award: the Delta Faucet Plumbing Contractor of the Year Award. In 1988, he was awarded the Bradford-Rose Award, the highest award presented by PHCC of Massachusetts. He was also named Massachusetts Contractor of the Year in 1994. On the state level, he served as president of the PHCC of Greater Boston Chapter from 1982-1984; president of the PHCC of Massachusetts Chapter in 1985-1986; and member of the PHCC of Massachusetts Board of Directors. In Massachusetts, he was a driving force in working with the State Board of Examiners of Plumbers and Gasfitters in developing new code regulations as they relate to handicap access in public restrooms. Williams was active in legislative and regulatory initiatives on both the state and national levels, including leading PHCC—National Association toward creating a task force that eventually became the PHCC Energy Efficiency and Water Conservation Committee. He served as chairman of the board for the North American Technician Excellence (NATE) certification program in 1999-2000. Mr. Williams founded F.A. Williams, Inc. in 1973.

Watts Radiant achieves SHARP recognition from OSHA


North Andover, Mass. — Watts announced that its Watts Radiant facility in Springfield, Missouri has become one of fewer than fifty manufacturing plants to receive certification as part of the Missouri Safety and Health Achievement Recognition Program (SHARP). The prestigious SHARP distinction, issued by OSHA, recognizes an “elite group of small businesses that maintain exemplary safety and health management systems.”


In order to qualify for the SHARP program, the 130-employee Watts Radiant facility was able to lower its elevated Days Away, Restricted, and/or Transfer (DART) rate from almost 7 to 0. The entire process of consultation, inspection, modification, training and re-inspection took about 15 months, with Watts Radiant earning top marks from OSHA on its final inspection.

The 1/2-inch through 2-inch jaws used on its new line of ROPRESS tools, including the new ROMAX 3000, have received IAPMO PS117 approval, meeting the Elkhart Products Corporation current Press-Connect fitting performance standard. All tests were conducted using the ROMAX 3000 battery-powered press tool. The ROMAX 3000 weighs only 8-pounds. The tool’s head rotates 270 degrees making access to hard-to-reach places easier, and the twist ‘n release locking pin allows for quick exchange of crimping jaws. Its bar-shaped design allows for balance weight distribution to reduce installers stress and fatigue. It also comes with a single trigger that controls all tool functions. Powered with an 18-volt Li-Ion lithium battery, plumbing installers can get approximately 160 cycles on a single battery charge with the ROMAX 3000 and a guaranteed 20,000 cycles with constant force.
